| Abstract: | Based on the development economics theory,the article points out that the key to the successful implementation of developing Western China is to build up an innovating system;and further explores some methods of cultivationg an innovating system in the spheres of establishing innovating substances,of encouraging market-popularization and of the policy by government to give effective support. |
