| 摘 要： | 产业生态化重组是发展循环经济的重要内容。本文分析产业生态化重组的重要性,探讨西部产业生态化重组的制约因素,指出应优先发展生态修复产业、生态农业、生态工业园、绿色服务业、矿产开发与生态修复等产业,并提出政策建议:建立生态补偿机制、制定循环经济产业政策、加强循环经济法制建设、构建循环经济税收政策以及绿色产业准入制度。

| Abstract: | This paper analyzed the necessity of developing cycle economy in west china,and inhibiting factors of eco-reorganization in western industry.Reorganization of industrial structure is priority field of cycle economy.The main industries are as follows: ecological restore industry,ecological agriculture, ecological industrial park,green services,mineral resources exploitation and ecological restoration.Finally,it discussed fives policies. |
