| Abstract: | The government plays the important role in the development of industrial clusters. Based on the analysis of industrial clusters' phenomenon, the paper discusses the behavior localization of the government in the development of industrial clusters, and then proposes the concrete behavior that the government can adopt to promote the development of industrial clusters. |
