论高校学报特色发展的顶层设计

特色发展是高校学报在期刊发展中确立自身优势的客观要求.为了解决影响特色发展的体制机制障碍,需要进行统筹规划、顶层设计,在国家教育部、新闻出版署等层面联合推进高校学报特色化工程,在期刊刊号管理体制改革、高校学报管理体制改革、学报评价体系和职称、学位论文评价体系改革等方面进行联动的制度创新.在顶层设计基础上,各基层高校学报要积极发挥能动性、创造性,理顺各种关系,采取多种形式,努力缔造学报的学术个性和文化特征,实现高校学报的可持续发展

On Top-level Design of Characteristic Development of College and University Journals

Characteristic development is the objective demand of university and college journals to have their own advantage in their development.In order to get rid of the systematic barrier in these journals’ characteristic development,both systemic planning and top-level design are necessary: the Ministry of Education need to combine with the Press and Publication Administration to promote these journals’ characteristic project.Systematic creativity should be made related to each other in the series of reform of journal number managing system,journal managing system,journal evaluating system,professional title as well as degree thesis evaluating system.Based on top-level design,journals of basic level in colleges and universities should be creative and motivate themselves to manage different relationships,to establish their own academic and cultural characteristics in various forms so that they can develop sustainably.
