论教育公平的理念与实践

摘    要:教育公平的基本内涵一般有两种理解,一是作为一个事实判断,指教育的平等、公正和合理性;二是作为一个价值判断,被解释为对教育是否平等均等、合理适切所作出的评价或判断。准确把握教育公平应遵循四种基本理念或原则,即权利平等理念、机会均等理念、能力差异理念和弱势补偿理念。教育公平理念在实践层面的展开或实现即教育均衡发展。教育均衡发展是实现教育公平的根本路径。

Abstract:There are two kinds of understanding about the basic connotation of Educational Justice: the fact judgment and value judgment about educational equality, and equity and rationality. The author of the paper brings forward four basic principles in order to explore the connotation of Educational Justice: the equality of human rights; the share of personal chance; the difference of personal ability; the compensation to the disadvantaged colony. The realization of educational justice means the equilibrium of the educational development. In other words, the equilibrium of the educational development is the fundamental route of realizing educational justice.
