社会哲学视野中的制度创新

从哲学上理解和把握制度创新 ,它是制度主体以新的观念为指导 ,通过制定新的行为规范 ,调整主体间的权利平等关系 ,为实现新的价值目标和理想目标而自主地进行的创造性活动。制度创新自身存在着僵化、短缺、非均衡状态、伦理滞后等问题 ,孕育了创新的内在前提。制度创新应坚持批判与建设相统一、公平与效率相统一、社会发展与人的发展相统一等原则。

System Innovation in the Vision of Social Philosophy

From the angle of philosophical understanding and grasping,the innovation of institution has a close relation with human creative action,i.e. by regarding new ideas as its guide,and by establishing new criterion of action and adjusting the relation of equal rights between inter-subjects,the subject of the innovation of institution outspreads the creative action for realizing new ends of values and ideals.In the process of coming into being,the creation of institution has its internal foundation.It has such problem as rigidity,being hard up,non-equilibrium and lag of ethics,which gestates the internal premise of creation.In the course of the innovation of institution,we must stick to the rules of methodology that includes the consolidations of critique and constitution,fairness and efficiency,and social development and human development.
