农村公共服务供给问题思考

目前,农村公共服务"缺位"、"错位"、"越位"的太多,总体水平仍然较低,存在许多问题。鉴于当前农村政治经济发展的实际状况,要从多方面入手加强农村公共服务。要改革农村公共服务体制,完善各种公共服务体系,改革农村公共服务供给决策机制,充分发挥各种公共服务供给模式,逐步建立起政府为主体的民间组织、私人等多渠道、多形式、多层次的多元化供给格局。

Reflections on the Problems of the Rural Public Service Supplying

At present,the phenomenon of the "absence," or "misplacement",or "transgression" in rural public services is very common,thus bringing about many a problem even if these services as a whole are still at a low Level.In view of the present situation of the development of politics and economy in rural areas,we should strengthen the rural public service from many aspects.Reforming the system of the rural public services,improving their various systems,reforming the mechanism of decision-making in them,and giving full play to the supply mode of all kinds of public services,a pluralistic,multi-channel,multi-form,and multi-level pattern can be set up with the government as the main stay,and complemented by non-governmental organizations.
