论我国基于能源消费的产业结构调整

从长期来看,产业结构是影响一国能源消费的重要因素,三次产业中第二产业的变化对能源消费的影响最大。从我国情况来看,产业结构因素对能源消费所发挥的作用并非日趋淡化,而是其积极影响尚未明显显现。有必要制定科学合理的产业结构调整方案,在保证经济增长的同时实现节能减排目标：要大力发展第三产业并适当降低第二产业的结构比例,把提高效率作为第一产业发展的重点;注重优化第二产业内部结构,提高能源利用效率。

The Theory of Adjustment of China's Industrial Structure in Aspect of Energy Consumption

Judging from long range,industrial structure is the key factor that affect the energy consumption of one country.The impact of the secondary industry that change over energy consumption is maximal among different types of industries;the impact of primary industry and tertiary industry over energy consumption are relatively less.Judging from our country condition,the effect that the industrial structure has brought into the energy consumption is not weak gradually,but appears not yet obviously.So the rational and scientific scheme of industrial restructure should be work out to attain the objectives of energy-saving and emission reduction： the first,develop tertiary industry and appropriate lessening secondary industry;the second,properly optimizes inner structure of secondary industry to raise the efficiency of utilizing energy.
