| 摘 要： | 战后日本在美国占领当局的推动下,对战前旧官吏制度进行了全面改革,建立了日本现代公务员制度。其特点是:公务员分为国家和地方公务员两类;任用制分为选举和考试两种;实行职级制;推行"年功序列制"。现代日本公务员制度的形成对日本战后的发展有重大影响。

| Abstract: | Promoted by the US occupying authorities in post-war period,Japan conducted an all-round reform in old official system,and established the modern civil servants system.Its features are:1/dividing civil servants into national and local categories;2/dividing the system of appointment into election and examination ways;3/practicing ranking system;4/practicing the system of annual merits.The forming of this system exercised great influence on the development of post-war Japan. |
