河南高技术产业技术创新效率分析——基于DEA-Malmquist指数方法

对高技术产业技术创新效率进行评价,有利于提高创新资源的利用率,有利于明晰创新能力培育的作用点。运用DEA-Malmquist指数方法对河南高技术产业四大类行业2003—2008年的技术创新效率进行实证分析,结果表明,河南高技术产业四大类行业的技术创新效率均为非有效。其中,医药制造业与航空航天器制造业技术效率低下且存在技术衰退问题,电子及通讯设备制造业存在技术衰退问题,医疗设备制造业技术效率低下。要解决河南高技术产业技术创新效率不足的问题,必须从提高技术效率与促进技术进步两个方面着手。

An Analysis on Technology Innovation Efficiency of Henan＇s Hi-tech Industry Based on DEA-Malmquist Index Approach

Evaluation of technology efficiency of Hi-Tech industries is helpful to improve the utilization rate of innovation resource and identify the role points of cultivating innovation capabilities. By combining the Data Envelopment Analysis method with the Malmquist productivity index, this paper carries out a dynamic evaluation of technology efficiency of Henan＇s Hi-Tech industries from 2003 to 2008. The results show that technical innovation efficiencies of these industries are not effective. Among them, Manufacture of Medicines and Manufacture of Aircrafts and Spacecrafts are inefficient and in a recession, Manufacture of Electronic Equipment and Communication Equipment are in a recession, and Manufacture of Medical Equipments and Measuring Instrument is inefficient. At last, the article gives some corresponding countermeasures from two aspects： improving technical efficiency and promoting technical progress.
