河南地方政府在政策性农业保险发展中的角色分析

为了保证粮食安全、稳定发展粮食生产和强农惠农，近年来我国开展了由政府引导的政策性农业保险工作，但在政策性农业保险工作中，河南地方政府角色定位不够准确，存在缺位或越位问题，影响了政策性农业保险发展规模，未能满足农业大省对保险的需求。因此，要准确定位河南地方政府的角色，下放农业保险经营权力，扩大农业保险保费补贴种类和范围，扶持政策性农业保险经办机构，建立政府主导的巨灾风险分散机制，有效地促进政策性农业保险发展壮大。

Analysis on the Role of Henan Provincial Local Governments in the Development of Policy-oriented Agricultural Insurance

In order to ensure the food security and sustainable growth of agriculture,in recent years,the policy-oriented agricultural insurance launched by the government has started.While in doing so,the role of government couldn’t be located precisely,many problems still exist and affect the development of the cause,that is,the large demand for this insurance can’t be met.Therefore,the following measures should be taken:positioning the role of the government properly,transferring the rights to the lower governments,enlarging the scope and category of the subsidy,supporting the organizations concerned,and establishing the system of danger relief,finally giving impetus to the rapid development of policy-oriented agricultural insurance.
