| 摘 要： | 与世界许多国家一样,随着犯罪的增多,中国监狱也面临着人口爆满、经费紧张、行刑效率下降等一系列问题。根据国际行刑发展趋势,积极推行监狱行刑的开放,扩大非监禁刑罚的适用,是从根本上解决这些问题的最佳选择。

| Abstract: | With increased crime rates, Chinese prisons, as in many other countries, are faced with such problems as overpopulation, shortage of expenditure and lower execution efficiency. By the international trends, opening-up of prison execution and expansion of non-prison penalty constitute the best choices for the resolution of such problems. |
