对医疗卫生的投入是一国政府不可推卸的责任,政府卫生支出关系到一国医疗卫生服务的可及性、质量和国民享受医疗卫生服务的公平性。回顾我国政府卫生支出的历史和现实状况,包括支出的水平、结构以及各级政府的负担比例,可以发现我国政府卫生支出的水平、结构以及各级政府的负担比例影响了国民享受医疗卫生服务的公平性。因此,政府需要在未来进一步加大对卫生领域的投入,并使卫生支出向次级卫生机构倾斜、向农村和经济落后的地区倾斜,改革事权的分担机制,进一步提高中国卫生服务的公平性。

Chinese Government Health Expenditure and Its Equity

It is an inescapable responsibility for a government to financially support the medical care of its citizens, which matters a lot in the quality, accessibility and equity of the health care enjoyed by the people. This paper gives an account of the history of Chinese government expenditure on health and its status quo, with a focus on the size and constitution of the expenditure and how this expenditure is borne by the governments at all levels. And all these are shown to have an effect on the equal chance for people to enjoy the medical services. It is expected that the findings of this paper will help to clarify the government's role in the reform of health care system in China.
