| 摘 要： | 我国农村养老保险制度从试点工作开始至今,一直没有太大起色,近几年农民参加保险的人数还呈现下降的态势。其主要根源在于:农村养老保险作为一种社会保险,政府并没有真正参与其中,承担其应该承担的社会责任。从财政学的观点看,农村养老保险只有政府全方位地参与并成为该项制度的主体,才能增强农民参保的信心,农村养老保险制度也才能够真正地建立起来并健康运作。

| Abstract: | Endowment insurance in rural areas has developed very slowly since 1991, and the to-
tal number has been decreasing in recent years. This is mainly due to the fact that the government
fails to commit itself in the enterprise of rural endowment insurance. From the perspective of public e-
conomics, the confidence of farmers will not be built up unless the government becomes completely in-
volved in this business. |
