| Abstract: | Health right is one of the most basic civil rights and the starting point of social justice.Governments have main responsibilities for the realization of civil health right.The process of Chinese medical health system reform is promoting the gradual implementation of civil health right.The new medical system reform scheme reflects the integration with mainstream value of international human rights laws,and indicates the conversion of government function to service government. |
