论高等学校大型仪器设备的开放与共享

大型精密仪器设备是高等学校优质的教学资源，是进行高水平实验教学和科学研究的重要工具，也是高等学校办学实力和科研水平的重要标志。但由于高等学校大型仪器设备封闭式管理，导致重复购置；购置可行性论证不足，造成严重的资源浪费；购人后维护经费不足，造成大量仪器设备闲置等原因，是高等学校大型仪器设备利用率不高的主要原因。这些因素制约了高等学校大型仪器设备的开放与共享，因此，高等学校建立开放共享的管理机制，形成组织保障、经济保障和设备效益评估机制，建立大型仪器共享平台，设立大型仪器设备使用基金，鼓励大型仪器设备对外开放，服务社会。提高高等学校仪器设备利用率，保障教学科研工作正常进行，促进高等学校的可持续发展。

On the Opening and Sharing of the Use of the Large-scale Instruments and Equipments of Colleges and Universities

Large-scale precision instruments and equipments are viewed as high-quality teaching resources m colleges and universities, an important tool for high-level experiment teaching and scientific research, and an important symbol of college strength and scientific research level. However, the large-scale instruments and equipments of colleges and universities have practiced block management, which causes redundant purchases. And lack of sufficient proof of purchase feasibility causes serious resources waste of all sorts.Furthermore,the shortage of equipment-maintaining funds leave a number of instruments and equipments unused, which constitutes the chief cause of the poor efficiency of college large-scale instruments and equipments in use. These factors have restricted the opening and sharing of the college large-scale instruments and equipments. Therefore, it is suggested that the Chinese colleges and universities establish an opening-and-sharing management mechanism, form a systematic guarantee, economic guarantee and an appraisal mechanism for equipment efficiency, a sharing platform for use of large-scale instruments and equipments, set up a fund of use of large-scale instruments and equipments, and encourage the opening and service of large-scale instruments and equipments to the outside world. Also it is advised that the use efficiency of college instruments and equipments be improved; and the normal scientific and teaching work be guaranteed so that colleges and universities could develop in a sustainable way.
