海峡西岸经济区政府再造面临的难题及其对策

海峡西岸经济区建设进程中，实施地方政府再造工程正面临着诸如时代感不足、海峡西岸经济区特色不足、行政能力不足、政府间协作不足和技术创新性不足等方面的难题。在科学发展观统领下，解决难题的基本对策就是搞好行政观念再造，有效建构服务型政府；立足地方基本实际，科学建构生态型政府；强化行政能力建设，及时建构效率型政府；搞好区域横向协作，切实建构合作型政府；优化区域行政体制，建构创新型政府。

Difficulties and Countermeasures of Government Reinventing in Western Coast of the Taiwan Straits

In the course of economic zone building in the western coast of the Taiwan Straits,there are lots of difficult problems facing government reinventing, such as lack of era consciousness, local characteristics, administrative capacities, intergovernmental coordination, lacks of technic innovation, etc. Under the guidance of scientific service-type, outlook on development eco-type, efficiency-type, the basic measures to realize government reinventing are to build a cooperative-type, and innovative-type government.
