地方合并院校权力结构与研究生教育的思考

地方合并院校在合并磨合过程中，学术权力、行政权力的结构和协调对研究生教育有关键的影响，存在着学术权力与行政权力界限的模糊、错位及滥施，广大基层教师、员工以及学生的民主监督权力、制衡作用发挥不足的现象。因此，地方合并院校必须创新管理体制，增强学校活力，促进学术繁荣，提高研究生培养的水平，建立面向社会、自主办学、自我发展、自我约束的现代大学管理体制；强化各级学术委员会及管理委员会的作用；实行校务公开，推行高等学校的透明化管理；吸收学校各层次的代表参与学校决策制定，让师生员工参与学校的民主化管理；在研究生教育管理过程中，正确行使学术权力和行政权力。

A Ponderation on Power Operation and Postgraduate Education in the Local Colleges and Universities Amalgamating

In the amalgamation and meshing of local colleges and universities, the operation and coordination of academic authority and administrative power can produce a vital effect on postgraduate education. Also, in this course there exist many problems, such as the hazy borderline between academic authority and administrative power, mal-positioning and abuse of the power or authority, and insufficient exertion of the democratic supervision and the counterpoising role from large numbers of grass-roots teaching staff and students. Therefore, it is suggested that the post-amalgamation newly-put-together local colleges and universities establish a modern university-running system, under which, by means of innovating managemental system, stimulating vigor, promoting academic prosperity, improving the cultivation of postgraduates, etc, these colleges and universities are open to society, independent in schooling and focus on self-development and self-control. Meanwhile, these colleges and universities are supposed to strengthen the role of academic committees and administrative ones at all levels, make the administrative affairs of schools known to the public, thus realising transparent management in institutions of higher leaning, and invite representatives from all levels to join in decision-making so as to ensure the facuhy＇s participation in democratic management. Finally, these colleges and universities should properly operate their academic authority and administrative power in the management of postgraduate education.
