辽宁农业新技术推广的制约因素分析

随着社会主义市场经济体制的建立,面对辽宁省农村经济发展的新态势,农业技术推广工作的进展并不是十分顺利。作者根据调查分析提出目前制约辽宁农业新技术推广的因素分别为:农业技术推广机构管理体制不顺,改革目标不明确;农业技术推广服务机构性质不清晰,职能不明确;农业技术推广事业经费缺少,农业科技人员待遇报酬偏低;基础设施严重缺损,没有试验、示范基地,农业技术推广整体水平明显下降;专业技术人员知识结构欠合理,知识更新不及时,培训学习机会少等。

In the new situation of Liaoning provincial rural economic development,the popularization of new agricultural technologies is not progressing with the of socialist market economy system.Restrictive factors are analysed: The management system for new agricultural technology popularization lack sof order;The goal of rearrangement is indefinite;The character and function of service organizations for new agricultural technology popularization are vague;The funds for the popularization is inadequate;The agricultural infrastructure is badly worn;The economic treatment for agricultural professionals is quite poor;The testing and demonstration bases are not provided enough;The integrated level of new agricultural technology popularization is obviously coming down;The agricultural professionals' knowledge structure is not rational enough;They fail in renewing their knowledge in time and lack of chances of necessary advancement and training.
