城乡二元结构与农民市场主体权益保护

城乡二元管理结构的形成是我国计划经济体制的直接产物,要解决农村、农民、农业这“三农”问题,就必须在广大乡村地区实行真正意义上的市场经济,彻底改变我国长期存在的农民市场经济权益的不完全、不平等、受限制和被夸大状态。为此,在立法中必须注意坚持有保护的平等原则,赋予农民公平的市场主体权利和义务。

The formation of town-country social structure with dual-track was the direct result of the Planned economy system.To solving the problem of 'Three farming'-agriculture,farmers and rural area,actually market economy must be put into practice in the extended rural area and the long-existing incompleteness,inequality and being restricted and exaggerated in the position of farmer in market as main body in china must be drastically altered.Therefore,the legislation must follow the principle of the protected equality and thus fair rights and interests in markets as main body can be endowed to farmers.
