WTO《农业协定》下我国农业补贴现状与法律对策

农业补贴是各国普遍采用的保护农业的法律制度,在各国农业法律体系中占有重要地位。目前我国的农业补贴制度缺乏系统稳定的法律体系支撑,政府对农业的资金投入不足,而发达国家的强势农业补贴政策致使我国农业发展面临严峻挑战。因此,我国应在WTO框架下遵守《农业协定》规定,同时充分利用国际规则提供的各种保护空间,尽快健全完善农业补贴的相关法律制度,从而提升我国农产品在国际市场的竞争力,推动农业发展,提高农民收入。

The Current Situation and Legal Measures of Agricultural Subsidy in China Under the "Agricultural Agreement "of WTO

The policy of agricultural subsidy has been widely adopted by many countries to protect national industry of agriculture, which takes a vital position in the agricultural legal system. At present, China＇s agricultural subsidy is devoid of steady-going legal supports, and the government did not put enough funds into the agriculture, whereas the developed countries＇agricultural subsidy policy have challenged the development of our country＇s agriculture severely. Therefore, China should conform to the ＂ Agricultural Agreement＂ in order to prefect our relative policies, which are helpful to enhance the competitiveness of our agricultural products in the world market and then promote the agriculture into an advanced stage as well as increase farmers＇ income.
