非政府组织在农村大病救治中的新思路——以“重生行动”河南省实践为例

随着中国非公有制经济的发展,民间社会团体的经济实力和公益观念不断增强,一系列非政府组织等民间机构在参与农村大病救治中的作用逐步凸显。在农村大病救治等社会公益事业建设中,政府部门受制于公共资源的有限性和自上而下实施公益项目产生的惯性缺陷,使民间组织有可能成为除政府部门之外推进社会公益事业发展的重要力量,这其中越来越多的非政府组织在补充政府部门对农村大病救治中的空白区方面起到了重要的完善作用。"重生行动"作为具有全国影响的唇腭裂免费救治项目在项目实施的过程中创新思路,表现出了非政府组织参与农村大病救治较为独特的路径。在考察河南省"重生行动"实施过程和成效的基础上,以此为例对非政府组织参与农村大病救治新思路进行探讨总结,以期能够为今后非政府组织参与社会公益活动提供借鉴。

NGO New Ideas on Serious Illness in the Rural Areas——the ＂Rebirth＂ in Henan Province

With the development of non-public economy,the increased economic strength and public interest of civil groups in China,a series of non-governmental organizations and other civil organizations are involved in rural areas.Since government departments are subject to the limited public resources and top-down implementation,there is likely for civil organizations to become the important force to promote the development of social welfare.Therefore an increasing number of NGOs have played an important role in serious illness treatment.＂Rebirth＂,as a national free treatment for cleft lip and palate project,has shown innovative ideas and unique paths in the project implementation.This article explores and summarizes NGO participation in rural serious illness treatment on the basis of the effectiveness of the implementation process of ＂rebirth＂ in Henan Province.
