| 摘 要： | 在我国,宅基地是我国农民基本土地权利,具有福利保障性。从宅基地权利性质、取得制度和退出机制三方面分析了现阶段宅基地制度存在的问题,并进行了初步探讨,提出了明晰宅基地权利性质,建立宅基地一、二级市场和完善宅基地退出制度等建议。

| Abstract: | Rural residential land is farmers＂ basic land right as a social welfare in China. This paper analyzed and discussed the existing problems of rural residential land from the nature of right, acquisition system and exit mechanism. Then it proposed some suggestions of clarifying the nature of rural residential land right, building up the primary and secondary market and perfecting exit mechanism. |
