县域农业科技服务创新存在的问题及对策分析

从县域角度分析农业科技服务创新存在的问题。通过访谈和问卷方式对地处闽东、闽南、闽西、闽北的4个县(市、区)开展调查,获取第一手资料。调查结果显示,县域农业科技服务创新的做法主要有政府推动型、科教单位服务型、企业主导型、科技能人带动型等4种类型,并呈现出不同的特点。当前县域农业科技服务创新存在的主要问题及成因有:农技推广体制不完善制约了农技推广效率;农业科技研发与推广机制制约农业科技成果转化;新型农业经营主体科技带动效应不显著;小规模分散经营影响了农业科技成果的应用。针对存在的问题,就加强县域农业科技服务创新提出对策与建议:实行涉农部门大部制改革,提高农技推广效率;整合涉农科技专项资金,促进科技供需对接;发展新型农业经营主体,发挥"职业农民"辐射带动作用;发展综合性农民合作,提高农民组织化程度。

This paper analysis of the problems in service innovation of Agricultural Science and Technology from the per- spectives of the county. We are obtaining first--hand information by interview and questionnaire survey to 4 counties （city, area） of Fujian province. Results showed that there are four main methods of county agricultural, includes the mainly service--oriented government push, science and education unit, enterprise domination, science and technology talent by able man. The main problems and the causes of the county agricultural science and technology service innovation are as follows： First, the imperfect agricultural technology promotion system restricted the agricultural technology efficiency; sec ond, the mechanism of agricultural science and technology research or promotion Constraints agricultural transformation; third, the new type of agricultural management entities doesn＇t take effect; four, the separate management of small--scale affected the efficiency of the application of agricultural achievements. According to the existing problems, the article put forward countermeasures and suggestions： Implement the super--ministries reform of agricultural department, integrate special funds of science and technology, develop new type of agricultural management entities, and improve the organiza tion degree of farmers.
