按生产要素分配的理论根据和实践基础

党的“十五大”报告提出:“坚持按劳分配为主体、多种分配方式并存的制度。把按劳分配和按生产要素分配结合起来”,党的“十六大”继续坚持和完善。这反映了我们对社会主义初级阶段分配规律认识的深化,是我国现阶段分配理论与分配政策上的一个重大突破。我国理论界对按劳分配的论述已较为详尽,本文仅就按生产要素分配的理论根据和实践基础做一些探讨,以求能够澄清某些模糊认识,利于我们科学理解和正确运用这一新的分配方式。

On the Theoretical Basis and Practical Foundation of Distribution according to Factors of Production

The policy of "adhering to the policy of distribution mainly according to work combining some other ways,and combining the policy of distribution according to work and that of distribution according to factors of production" put forward at the 15th National Congress of the Communist Party of China was kept and improved by the 16th Congress.As this reflects our deepened understanding of the nature of distribution in the elementary period of socialism,it is a new breakthrough in the current distribution theory and policy.In the field of theory in china,there is already a thorough exposition on distribution according to work.The paper,by putting emphasis only on the theoretical basis and practical foundation of distribution according to factors of production,aims to clarify some vague knowledge and grant us a correct understanding and a scientific application of this new way of distribution.
