高校扩招的政策过程分析

An Analysis of the Policy for Enrollment Expansion of Colleges and Universities

So the policy should be adjusted in many aspects. First, the pertinence, the rationality, and the effectiveness of the policy should be paid attention to. Second, in the implementation of the policy, not only the economic benefits but also the law of education and the social benefits should be taken into consideration. Third, the policy should be adjusted to create a reasonable spiral cycle as all educational policies are the choice of society and the devising and the enforcement of the policy, its evaluation and self-adjustment form a whole process of choice.
