论市场化体制下大学校长的作用

大学校长扮演的社会角色，在很大程度上是由大学承担的特殊社会使命所决定的。在计划体制下，大学的使命是按照政府制定的高等教育发展计划及相关政策，组织实施教学及其他活动，履行各种社会职能，因此，校长的主要职责是贯彻执行政府的政策指令，维持办学秩序，协调教育资源分配，解决师生员工工作和生活中的各种问题和困难。在市场化体制下，大学作为独立的社会文化学术机构的地位逐步得到承认，在招生、教学、科研、人事、后勤等诸多方面，能够根据自身的实际情况制定有关工作计划并付诸实施，随之而来的是大学校长角色的转换。校长在大学改革与发展中发挥着更积极主动的作用，成为大学发展目标的决策者、学术发展的领导人、教育经费的筹集者，以及新大学制度的建设者等。

On the Role of the University President in the Market System

The role which the university president plays in society is mainly decided by the special social mission that the university assumes. In the planning system, the task of a university is to organize teaching activities and some other activities according to the plan for education development and concerned policies made by the government. Accordingly, the major role of the president is to carry out government orders, coordinate the distribution of educational resources, and solve the problems and help to overcome the difficulties that teachers and students have in their work and lives. In the market system, the university, which has come to be recognized as an independent cultural and academic institution of society, can make and carry out plans regarding enrollment, teaching, research, personnel management and facility affairs in the light of its own conditions. Therefore, the president has to play a more active role in the reform and development of the university and becomes the policy maker, the leader of academic advancement, the collector of educational fund and the constructor of a new university system.
