摘    要:作为我国高等教育领域继“211”、“985”工程之后第三个体现国家意志的战略性计划,“2011计划”从2012年5月7日正式启动至今,虽然历时仅仅一年,但已经引起社会各界的广泛关注。只有真正明确“201l计划”的实施宗旨,创新体制机制的思路,以科技体制改革带动高校“人才、学科、科研”三位一体能力全面提升的模式,才能真正将计划落到实处,起到更好的协同创新和聚集效应,为高等教育内涵式发展、创新型国家建设提供更好的智力支撑和人才支持。

Collaborative Innovation Helps to Improve Colleges and Universities' Overall Ability to Making Innovations in Science and Technology: A Review of the One-year-old "2011 Project"

Abstract:Being the third national strategic project following the "211 Project" and the "985 Project" in China's higher education, the "2011 Project" has aroused the concern of all walks of life since it was inaugurated on 7 May, 2012. Only when the aim of the "2011 Project" is clarified, innovation is made into the institutional mechanism and a mode is created to help improve the overall ability of the schools' "talents, disciplines and research" by making reforms in the system of science and technology, can the Project be really implemented to make better collaborative innovation and achieve greater agglomeration effect, thus providing intellectual and talent support for the content-oriented development of higher education and innovation-oriented national construction.
