| 摘 要： | 西方国家政府角色经历了"守夜人"角色、"干预型"角色与"有限型"角色的嬗变,政府管制作为政府职能经历了兴起、全面发展、改革与深化三个阶段。资本主义的发展、政府角色嬗变与政府管制变革三者之间存在高度的交互性。资本主义发展对政府角色提出新要求,政府角色的转变使管制方式发生变化,政府管制的效果又对资本主义发展产生新的影响,从而再次作用于政府角色的变迁。

| Abstract: | The role of government in western countries experienced “night watchman”role,“in-tervention type”and “the role of finite type”,as the government function has experienced three sta-ges,the rise stage,the integrated development stage and the deepening reform stage.There is a high degree of interactivity among the capitalist development,the role of government transformation and government regulation reform.Capitalist development put forward new requirements to the role of the government,the transformation of the government’s role to change the mode of regulation,gov-ernment regulation effect and impact of a new development of capitalism,to act again to change the role of government. |
