西部开发与关中城市化

国家西部开发战略已开始实施,关中应利用西部开发带来的机遇,以城市化为途径,实现经济与社会的全面发展.关中城市化进程中有两个基本特征,即城市数目不少,但多为平面扩张;小城市不断增多,但规模小,要素聚集能力弱.造成这种状况的原因主要是农业经济发展后劲不足、工业结构不合理以及技术老化等.所以必须大力发展农村经济,调整城市产业结构和产业升级,大力发展第三产业,加速城市化的进程,才能推动整个地区国民经济的发展与进步.

The West Development and the Urbanization in Guanzhong Plain

The west development has been under way. The Guanzhong regions should take advantage of this opportunity to make possible the overall economic and social development by means of urbanization. There are two basic features during the process of the urbanization in the Guanzhong Plain: quite a number of cities, mostly expanding horizontally; increasing number of small cities, small in scale and weak in collective power. This results from insufficient aftereffect of the agricultural development, unreasonable structure of industries and aging of the technology. Therefore, efforts should be made to develop the rural economy, readjust the urban industrial structure, upgrade the industries, greatly develop the third industry, and speed up the process of urbanization so as to advance the economic development of the whole region.
