摘    要:能源安全和气候变化两大世界难题催生了"低碳"新概念,而我国是世界上能源消费大国和碳排放大国,承担着巨大的减排压力。伴随着我国国民经济的快速发展,对煤炭的需求量大幅度增长以及一次能源赋存条件,决定了我国煤炭的基础能源地位。然而,煤炭在不合理的开发利用过程中带来严重的环境污染和资源浪费。煤炭是高碳能源,在开采、分选、加工和利用全过程都存在直接或者间接的碳排放,而煤炭能源的低碳发展是指在开发与利用过程中减少温室气体排放、提高煤炭资源利用效率,从而实现低能耗、高能效和低碳排放,这些都和国家能源安全和节能减排要求相吻合。因此,煤炭能源低碳发展是探索具有我国特色的能源可持续发展所必须面对的问题。
