行政体制改革动力的宪政经济学思考

多年以来，我国的行政体制改革未能从内在机理上挖掘改革的动力，以此保证改革的效率和效用。内在动力的不足、改革本身制度的缺失、改革成本分摊不均、行政伦理失范等问题是长期困扰我国行政体制改革的障碍。宪政经济学采用个人理性选择的视角，对规则的选择和规则下选择的分析给予了行政体制改革诸多启示。对行政体制改革困境的突破关键在于对改革进行立宪选择的约束，尊重利益主体的改革需求，加强伦理道德动力挖掘，以此构建行政体制改革的动力机制，推动行政体制改革的顺利和有效开展。
