| 摘 要： | 徐州都市圈是江苏省及中国沿海地区城镇空间布局的重要组成部分，作为中心城市的徐州其综合实力和组织都市圈经济发展能力较弱。为促进徐州都市圈的健康发展，应实施徐州市优先发展战略。主要通过政府政策支持、完善城市功能、构建特大城市空间结构、强力推动联合协作等措施来加快徐州市的发展，从而带动整个都市圈的发展。
