我国学术评价制度论略

学术的本质是求真,其灵魂是创新。学术评价是对学术活动价值的判断。学术评价制度的产生以自然科学的充分发展为前提,但受社会制度、社会发展阶段等特定环境的制约。学术评价制度的发展具有阶段性。目前我国学术评价制度以量和业绩点的评价为主,偏离了学术评价的本质;与国外评价制度相比,具有较大的差距。改进我国的学术评价制度应从遵守学术活动的规律、建立"学术信用"制度、完善"同行评议"、建立第三方的学术评价组织等方面入手。

The essence of scholarship lies in the pursuit of truth and its spirit is innovation.The academic evaluation boils down to the judgment of academic activities.The production of the academic evaluation system is preconditioned by the full development of natural science,but constrained by specific environment factors such as social system and social development stage.The development of the academic evaluation system is with different stages.At present,the academic evaluation system in China is largely based on quantity and performance-related points,which deviates from the essence of the academic evaluation.The gap between academic evaluation system in foreign countries and that in China is still broad.Improvement on the academic evaluation system should begin by complying with the law of academic activities,establishing "academic credit" system,bettering the "peer evaluation system" and developing the third-party as academic evaluation organizations.
