农村医疗保障制度的变革、创新及政府调控

本文在分析我国农村合作医疗沿革的同时,指出了合作医疗日趋衰退的根本原因在于制度安排缺陷,进而阐述了国内外学者关于农村医疗保障制度研究的观点,提出了按地区经济发展的差异性和农村医疗供需实际进行制度创新的思路,最后强调了政府在农村医疗保障制度建设中的责任,认为政府应把保证医疗服务供给、提高医疗人员专业技能、强化准入制度和行政监督作为调控重点。

The Reform, Innovation and Governmental Monitoring of Rural Medical Security System

Simultaneously analyzing the development history of rural cooperative medical care, this paper points out the fundamental cause for the increasing decline of cooperative medical care-defects in the system' s arrangement, and then expounds the ideas of Chinese and foreign scholars concerning rural medical security system, concluding that the idea of system innovation should be based on the discrepancy of regional economic development and the reality of rural medical need and supply. Finally the obligation of government in the establishment of rural medical security system is stressed, arguing the government should lay stress on monitoring the adequacy of medical service the enhancement of medical workers' professional competence, the reinforcement of practice and the administrative supervision.
