| 摘 要： | 本文目的在于寻求实现政府、私营企业、公众三方满意的总目标下的利益平衡机制。通过对识别出的1 5个PPP项目的关键目标进行问卷调查,得到了基于三方满意度的影响权重;运用专家评分法,得出了关键项目目标的量化评价,构建了关键项目目标评价体系;采用系统动力学研究了关键项目目标之间的关系,找出了关键目标体系的内生反馈机制;结合三方满意度评价体系和内生反馈机制,设计了公私合营PPP(Public PrivatePartnerships)项目的调价机制。
