公共产品创新问题研究

结合公共产品和技术创新的概念,可将公共产品创新定义为:公共产品创新是根据社会公共需求以及已有的知识和技术产生新的产品构想,经过应用研究、技术开发、转化和应用开发出新产品,满足社会公共需求,产生社会效益和经济效益的所有活动构成的过程。公共产品创新的核心是满足社会公众的需求,检验公共产品创新成功与否的基本标准是产生多大的社会效益。伴随公共产品创新过程的是公共产品创新的管理决策过程。加强技术风险管理是公共产品创新管理的核心任务之一。公共产品创新和技术创新之间存在显著的差别,公共产品创新主要面临技术风险,而技术创新不仅面临技术风险,而且更面临较大的市场风险,难度更大。公共产品创新概念的提出给我们带来了许多启示:(1)公共产品创新和技术创新之间存在很大差别,技术创新面临更大的困难;(2)公共产品创新和技术创新之间的巨大差别,导致公共产品的创新模式和组织管理方式很难直接移植和应用于技术创新;(3)可以通过加强公共产品创新带动企业技术创新;(4)通过加强公共产品创新带动企业技术创新,可以发挥比较大的作用。

Combined with the concepts of public product and technological innovation,public product innovation can be defined as the process involving all the activities of generating new product ideas according to social public needs and the available knowledge and technology,and developing new products through the applied research,technological development,transformation and application,to meet social public needs and generate social and economic benefits.The core of public product innovation is to meet social public needs,and the basic standard to test whether public product innovation succeeds or not is how much social benefits are generated.The public product innovation process is accompanied by its managing and decision-making process.One of the core tasks of public product innovation management is to strengthen the technology risk management.The concept of public product innovation brings about such inspirations:(1)there are significant differences between public product innovation and technology innovation,and technological innovation faces greater difficulties;(2)the huge differences between public product innovation and technological innovation make it difficult to directly replant and apply the innovation mode and organization and management methods of public product to technological innovation;(3)enterprise technological innovation can be promoted by strengthening public product innovation;(4)public product innovation can provide the impetus to enterprise technological innovation.
