关于构建我国老年长期护理保险制度的研究——必要性、经验、效应、设想

随着人口老龄化的日趋严峻和经济社会的快速发展,失能老人日益增多,家庭养老不断弱化和医疗费用大幅上涨,这已经成为影响国计民生的重要因素。本文基于以上现状,结合日本、德国和美国的相关先进经验,并从均衡配置个人消费及释放家庭和社会生产力两个方面对建立老年长期护理保险的效应进行了分析,提出了建立社会基本老年长期护理保险和商业老年长期护理保险相结合的制度设想。

How to develop the long-term nursing insurance system for the senior citizens in China: the necessity,experience,effects and proposals

The population ageing and the rapid development of economy in China,accompanied by the increasing number of disabled elderly people have given rise to the growing weakness of the family support of old age and the great increase of medical expenses.All this has affected the nation’s well-being and people’s livelihood.This paper introduces the experience in Japan,Germany and the U.S.and then analyzes the effects of a long-term insurance system for the senior citizens from two perspectives.It also proposes establishing an integrated system of a long-term social nursing insurance and a commercial long-term nursing insurance for the senior citizens in China.
