渝东南民族地区旅游扶贫的战略路径选择

位于渝东南地区的黔江、武隆、彭水、酉阳、秀山、石柱等一区五县,既是我国连片特困地区,又是旅游资源富集区,贫困与旅游资源富集的孪生性致使旅游扶贫成为渝东南民族地区摆脱贫困的必然选择。渝东南民族地区实施旅游扶贫开发,既具有旅游资源优势、"政策洼地"效应、旅游区位优势、逐步改善的交通条件和良好生态环境等有利条件,同时也面临自然条件约束、经济基础薄弱、旅游专业人才匮乏、基础设施落后等困境。基于此,提出渝东南民族地区旅游扶贫的"3223"战略路径:明确政府、企业、居民三角色定位;加强新农村建设与旅游扶贫、政府投资与民间融资两大结合;突出土家族、苗族两大少数民族文化;在景区带动基础上,采取生态旅游、乡村旅游、民族文化旅游三种旅游扶贫模式。

Strategic Path Selection of Research on Tourism Poverty Alleviation for Minority Area in Southeast of Chongqing

The minority area in southeast of Chongqing consist of Qianjiang, Wulong, Pengshui, Youyang, Xiushan, Shizhu,etc,which are the destitute areas in China and rich in tourism resource, so that tourism poverty alleviation would be the inevitable choice for getting rid of poverty in there. The implementation of tourism poverty alleviation in southeast of Chongqing not only has the advantages of tourism resources, government policy, tourism location, traffic conditions, ecological environment, etc. while also facing natural constraints, weak economic foundation, lack of tourism professionals, poor infrastructure and other problems. Based on this, this paper has proposed 3223-strategic path of tourism poverty alleviation： making the role of local governments, enterprises and residents clear; strengthening the combination of new countryside construction and tourism poverty alleviation, government investment and private financing; highlighting the minority culture of Tujia and Miao ethnic groups, and adopting the tourism poverty alleviation mode like ecological tourism, rural tourism and cultural tourism on the basis of scenic area development.
