我国教师资格制度实施的政策分析

摘    要:我国的教师资格认定工作历经过渡、试点探索、全面实施三个阶段,在教师队伍建设中发挥了重要作用。但在其实施中出现了政策实施的表面化、缺损和附加性等不良问题,因此,要促进教师资格制度预期目标的实现,必须培养依法执教意识,提高教师资格制度本身的科学性,提升政策实施人员的素质,加大政策实施的监督和评价力度。

Abstract:China's teacher certificate system has gone through three phases: the transition,the pilot exploration and the full implementation. It plays an important role in the teachers' development.But some problems have emerged such as superficiality and impairment since the policy was carried out. Hence,we should develop teaching awareness in accordance with the law,promote the scientific nature of the system itself,improve the quality of policy performers and intensify supervision over the implementation of policy and evaluation to accelerate the realization of the expected goals for the qualification system of teachers.
