| 摘 要： | 我国的经济正处于快速增长时期，城市化也进入高速推进阶段。本文在理论分析与实践调查的基础上，分析了高速城市化扩张用地存在的问题及与土地利用规划的关系；剖析了我国城市用地扩张中土地利用规划困境及原因；并就如何加强土地利用规划在城市化用地扩张管制中的作用，提高城市用地效率，促进城市化的理性增长方面提出了相应的对策。

| Abstract: | With the rapid development of economy in recent years, urbanization in China is accelerrating. On a theoretical and practical basis, the paper focuses on the problems of urban land expanding and the relationship between urbanization and land use planning. Meanwhile, the problems of land use planning and the causes in this context are further analyzed. Countermeasures for the improvement of urban land use efficiency is finally proposed to promote rational development of urbanization. |
