| 摘 要： | 可持续发展是一项高度综合性的社会发展战略。十余年来世界各国的可持续发展实践证明，没有良好的制度保障和文化支持，仅从经济和技术层面实施该战略必然产生诸多的问题，而作为制度保障和文化支持的基础是观念的变革。
