气候治理的共识、途径与要略

气候作为天气过程有其运行的时空韵律，导致气候失律的最终之因是人类活动。气候治理，需要建立起达成全球共识的气候责任，在此基础上创建“权责对等”和“代际公正”的整合引导方式；并根据“谁污染谁付费”的问责原则和“谁受害谁得益”的补偿原则，制订以人口为基准和以人口分布空间密度为调节机制的排放配额标准，指导气候治理以全球协作减排为治表之法，以全面恢复和提升地球自净化能力为治本之策，以重建人类存在方式、技术-生产方式、消费方式和生活方式为最终动力。

Consensus,Means and Essence of Climate Governance

Climate changes have natural rules and regularities of time and space, and the ultimate reason of climate disorders lies in human activities. The deteriorating climate disorders threaten human survival and sustainable development of countries. Therefore, the governance of climate is urgently needed. Climate governance calls for the international consensus on climate liabilities and the operation principles of power-responsibility reciprocity and intergenerational equity. Emission quota standard should be set based on population and population density and according to the principle of“polluter pays, victim benefits”to guide climate governance through internationally cooperated emission reduction and natural self-purification capacity improvement. The ultimate goal is to rebuild human’s ways of existence, technology-production, consumption and living.
