| 摘 要： | 深入开展平安建设，是促进滨海新区经济又好又快发展的必然要求和重要保证，是维护群众根本利益、实现安居乐业的民心工程，也是实现天津科学发展、和谐发展、率先发展的保障工程。为了进一步推进天津滨海新区的平安建设，作者对该区创建“平安泰达”活动进行了深入调研。深入推进滨海新区平安建设，应重点做好以下两个方面的工作：一方面要大力推进“警防网、民防网、技防网”三张网建设，健全完善滨海新区社会治安防控体系；另一方面要建立滨海新区社会公共安全预警和应急机制。

| Abstract: | It is very important to improve the safe and sound construction of Tianjin Binhai New Area. It can promote the economic development in this area. It can help the mass live and work in peace and contentment. It will accomplishthe scientific, harmonious and fast development of Tianjin. In order to improve the safe and sound construction of Tianjin Binhai New Area, the author investigated the activity of ＂construction of salty in TEDA＂ with the support of TEDA Public Security Bureau. It is concluded that, we should stress the essentials in these respects.The first one is to develop three nets to prevent crime, by the police, by the mass and by technique. The second one is to construct a social public emergency mechanism of Tianjin Binhai New Area. |
