基于层次分析法与模糊评价的公务员绩效评估

摘    要:公务员绩效评估可以为公务员的晋级、奖惩、培训和使用提供科学依据,是完善公务员管理机制的重要内容。文章依据我国现行的公务员绩效评估制度,采用专家咨询方法,分别从德、能、勤、绩四个方面设计了公务员绩效评估指标体系。运用层次分析法确定了指标权重系数。针对评估指标的模糊性,建立了绩效评估模糊综合评价模型,并进行了应用实例评估,结果表明,所建立的公务员绩效评估体系合理、有效、可行。

Abstract:The performance appraisal of civil servants can suppl y scientific basis for the promotion, rewards and punishments, and cultivating a nd employing of civil servants, which is an important part for the improvement o f civil servant mechanism. According to the current performance appraisal mechan ism of civil servants in our country, the appraisal index system of civil servan ts is built from the aspects of virtue, ability, diligence and achievement. AHP( analytical hierarchy process) is applied to determine the weight of index. As fo r the fuzzy property of appraisal index system, the fuzzy comprehensive evaluati on model is set up. And the reasonability, effectiveness and feasibility of the method are proved by examples.
