滨海新区开发开放的比较优势分析与对策

天津滨海新区作为环渤海地区的区域经济增长极，客观地分析和明确其自身存在的优势与劣势，是进一步加快滨海新区开发开放的基础与前提。根据滨海新区发展所具有的条件，构建了由5个子体系和22个指标组成的评价指标体系，并选取深圳、浦东新区、大连、青岛4个城市和地区作为比较分析对象，运用因子分析法对滨海新区存在的优势和劣势进行了较为详细地阐述。结果表明，滨海新区在开发开放进程中除了应充分发挥其自身优势以外，还必须进一步加强基础设施建设、进一步加强高素质人才引进力度、进一步加强对外商投资的管理与利用、进一步加强与周边地区的交流与合作。

Comparative Advantage Analysis and Strategies on Development and Opening of Tianjin Binhai New Area

Tianjin Binhai New Area （ TBNA ） is a regional economy growth pole of the circum. Bohai area.It is important to analyze and define the superiorities and inferiorities of TBNA so as to further speed up its development and opening.According to the development conditions of TBNA, this paper constructs an evaluation index system that contains 5 sub- systems and 22 indices.Then with Shenzhen Shanghai-Pudong New Area, and Dalian, Qingdao as comparative objects, it illustrates the advantages and disadvantages of TBNA by using factor analysis method. The analysis results show that besides the full displaying of its own superiorities, the TBNA should further strengthen the construction of infrastructure, the absorption of high-quality talents, the management and use of foreign investment, and the cooperation with the surrounding areas.
