权利公平视角下的城市贫富差距探析与对策

经济发展背景下的城市贫富现象引人注目。经济增长并不一定能够消除贫富差距。一个和谐、包容和稳定的社会，必然以权利均等为基础，权利公平是实现社会公平、防范贫富悬殊的重要基点。在我国，应在公共平台的基础上，对城市贫困群体给以更多的关注与支持，在金融、财税、就业和分配等方面，进行有助于消除贫富差距现象的政策设计和制度创新。

Institution Innovation of Anti-Poverty in City:A Perspective of Right Equity

Poverty in city under economic development has aroused much attention. Economic growth does not necessarily eliminate poverty. A harmonious ,forgiving,and stable society is based on right equity which is the base point to realize social equity and to prevent wealth disparity. Now in China,right equity should be embodied and maintained by the constitution of institution. More attention and support should be given to the urban poor. Policy design and institutional innovation based on anti-poverty should be made on the perspective of banking, finance and tax, employment, and distribution.
