At present, the speed of Chinese economic growth is remarkable. However, the economic extensive growth has made the natural resources and environment in China unsustainable. Therefore reducing resource expenditure and environmental pollution fundamentally, using resources and protecting environment effectively, and developing regional circular e-conomy are crucial. On one hand, a controlled indicator system should be constructed to measure the extent of resource expenditure and environmental pollution of new projects; on the other hand, on the basis of industrial ecology, the circular e-conomy of" producer-consumer-decomposer" in industrial chain should be completed and the industrial symbiotic relation a-mong enterprises should be formed.
