| 摘 要： | 以湖南省高新技术开发区为例,在对高新区发展的现状和机遇分析的基础上,提出了高新技术开发区"二次创业"的市场化理念的基本思路,即从以政府推动为主导过渡到以市场推动为主导,从以政策优惠性支持转变到创造成熟的商务环境,从以政策导向引导技术创新转变到以市场、技术、政府为综合动力导向引导技术创新.

| Abstract: | On the basis of the analysis of the present situation and opportunity of high tech industrial zone in Hunan province, this paper puts forward several concepts developing secondarily high tech industrial zone: from being driven by government to promoting by market mainly; from being supported with beneficial policy to creating mature business environments; from policy leading technological innovation to comprehensive motive force leading technological innovation. |
