突破社区治理困境：社区NGO——社会资本视角的阐释

政府、市场、社会组织是中国社区建设所依仗的三大结构性力量，积习而成的“两头强．中间弱”的态势呼唤基层社会管理体制的创新。当前中国社区建设正处于发展中的瓶颈期，治理主体单一、信任缺失、互惠失范，理性选择范式在解释社区NGO的治理功效上缺乏文化与微观层面的考量，并没有提供令人信服的框架，而社会资本理论中所倡导的核心价值信务——信任、互惠、合作恰恰弥补了这一缺憾，为社区NGO冶理的合理性提供了一种全新的解释范式。

The Breakthrough of Community Governance：Community NGO --an Interpretation from the Social Capital Perspective

In China,government,market,nongovernmental organizations are the three structural forces in the process of community rebuilding.And the status quo of strong ends,weak middle’ calls for innovation of substratum social management systems.There is now a bottleneck in community construction-singularity of governing entity,deficiency of trust and loss of mutual benefits.The rational selecting paradigm is short of cultural and micro-level considerations in explaining how the community NGO affects the community governance.However,social capital theory advocates the core philosophy(e.g.trust,mutual benefits,cooperation) precisely makes up for the deficiency and provides a reasonable explanation for community governance.
